General Plan 2006

State law requires each city and county to adopt a General Plan “for the physical development of the county or city, and any land outside its boundaries which bears relation to its planning.” The General Plan is a broad policy document that identifies the City’s land use, circulation, environmental, economic and social goals and policies as they relate to land use and development; thereby, providing guidance to citizens, developers and decision-makers on the City’s “ground rules” for development activity.

On July 11, 2006, the City Council approved a comprehensive update of the City’s General Plan and certified the related Final Program Environmental Impact Report. The 2014-2021 Housing Element (Chapter 8) was approved by the City Council on February 11, 2014. The General Plan documents are as follows. They are provided in Acrobat pdf format:
