Meet Councilmember Ed Delgado

Councilmember Ed Delgado was elected to the Moreno Valley City Council in 2021 to represent District 2. He focuses on quality-of-life issues that affect District 2 and the entire City of Moreno Valley, with a goal of continuing to make Moreno Valley a safer and cleaner place to live.

Councilmember Delgado spent 10 years in the United States Coast Guard—four years on active duty and six years in the reserves. He was assigned to a Search and Rescue Small Boat Station in Newburyport, Massachusetts, and later to a 378-foot Cutter in Honolulu, Hawaii. He completed his reserve service at Port Security Unit 311 in San Pedro, California. His time in the Coast Guard instilled discipline, leadership, and experience in maritime law enforcement that prepared him for a career in public safety.

He is a 25-year veteran of the Riverside County Sheriff’s Office and recently retired after serving in a variety of assignments, including as Assistant Sheriff overseeing the Corrections Division. His experience includes transportation, administration, and floor operations across three jails. He also served as Corrections Academy Coordinator, overseeing recruits in the Basic Correctional Deputy Academy, and as the coordinator for Advanced Officer Training at the Ben Clark Training Center.

Councilmember Delgado is an Adjunct Instructor at Moreno Valley College, where he teaches leadership courses to young adults pursuing careers in law enforcement. He also participates in academy engagements and ceremonies.

He is a former member of the Riverside County Juvenile Justice Coordinating Council (JJCC), which promotes an effective juvenile justice system grounded in credibility, dignity, fairness, and respect. He also serves on the Public Safety Committee for the League of California Cities, where he advocates for public safety issues at the state level.

Councilmember Delgado previously served as an Honorary Wing Commander for the Security Forces at March Air Reserve Base, acting as a liaison between the community and the base. He stepped down from this role while pursuing state political office.

Councilmember Delgado and his wife, Laurie, have lived in Moreno Valley for 30 years and raised their three children in the community. Laurie has been a registered nurse for over 34 years and currently works at a local hospital. Councilmember Delgado has also served as a volunteer coach for Moreno Valley Diamond Girls Softball and Moreno Valley Youth Federation Baseball. All three of their children are currently attending college.

He holds a Bachelor of Science degree in Workforce Education from Southern Illinois University and a Master’s degree in Management from the University of Redlands. He is also a graduate of the American Jail Association Jail Command Academy and is a Certified Jail Manager.

Councilmember Delgado is committed to treating all residents with fairness and respect and making decisions that serve the best interests of the entire Moreno Valley community.
