California is strengthening energy-efficiency standards to cut greenhouse gases, and the City of Moreno Valley is encouraging residents to make smart upgrades when repairing or replacing HVAC systems.
Under the 2025 Energy Code, homeowners can choose either an energy-efficiency heat pump or keep gas HVAC and complete efficiency upgrades such as, duct sealing/insulation, efficient fans, and smart controls. Both paths reduce energy waste, lower bills over time, and improve comfort.
There is no current mandate to fully electrify — gas HVAC remains an option.

Quick Energy Efficiency Tips
- Set thermostats to efficient targets –78°F in summer – 68°F in winter. Avoid significant temperature change
- Ensure proper insulation for ducts, attics and garages.
